EO 13514 Update. We may be hearing less about this EO but the requirements continue to unfold. By next month, federal agencies are required to complete n analysis of how climate change will affect agency operations. Agencies are not required to submit this analysis to CEQ but to use it for planning purposes and include the assessment in their third Strategic Sustainability Performance Plan due to CEQ and OMB this summer.
An interesting component is that the climate adaptation plans will be publicized for review and comment which will be particularly interesting for states and local community already working to assess climate adaptation changes. Agencies are not required to change plans based on the feedback, however. Both the first and second agency sustainability plans can be found at: http://sustainability.performance.gov/.

Army Sustainability Stats. Released in late December, the third annual sustainability report from the U.S. Army details progress in implementing Executive Order 13514. The report addresses the Army's four core enterprises: human capital; training and operations; material and acquisitions; and services and infrastructure.
According to Assistant Secretary of the Army for Installations, Energy and Environment Katherine Hammack, the report serves as a road map to relate ongoing and new sustainability efforts. To accelerate progress, the Army's senior leadership initiated a comprehensive sustainability campaign to institutionalize sustainability throughout the Army.

Strange bedfellows? Based on campaign rhetoric, you might think that the Army and EPA would be at odds over energy, water and recycling. But you’d be wrong. A few weeks ago they signed a memorandum of understanding to work together on the Army’s Net Zero initiative.
Under the agreement, the EPA and Army will work to advance the development and demonstration of new applications and technologies that can be used on Army installations working toward Net Zero water, waste and energy goals. By definition, Net Zero goals:
- Produce more energy as is consumed annually
- Limit freshwater consumption and return treated water back to the same watershed
- Reduce, reuse and recover waste streams, converting to zero landfill
- Apply an integrated approach to energy, water and waste management to capture and commercialize the resource value and/or enhance the ecological productivity of land, water and air.

$2 billion in federal work -- provided federal departments and agencies follow President Obama’s direction to retrofit federal buildings to reduce energy bills and improve performance. The directive came in a Presidential memorandum last week and the work is to be funded by performance contracts and include projects with a maximum 10 year payback. As further incentive, agencies are required to include the retrofit plans in annual Strategic Sustainability Plans, starting in 2012.
The White House also announced parallel plan from 60 private-sector companies, nonprofit organizations and state and local governments to finance $2 billion building renovations. This effort addresses commercial and industrial properties and is expected to result in upgrading 1.6 billion square ft of space. Defense Logistics Agency Fuel Cell Program: Demonstrating Operational Efficiencies with Fuel Cell-Powered Lift Trucks
 Fuel cell-powered forklifts are proving to be a technology that can enhance today's materials handling operations. More than 2,000 fuel cell forklifts are being installed and operated at warehouses across the United States by familiar companies such as Coca-Cola, FedEx, Wal-Mart, Nissan, BMW, Wegmans, Whole Foods, Nestlé Waters, Bridgestone-Firestone and Kimberly-Clark.
